HÜRJET to Take Flight with “Super Incentive”

Turkey’s first aircraft factory, TOMTAŞ Aviation, will play a critical role in the production of the jet training and light attack aircraft, HÜRJET, with super incentive support. Turkey’s first aircraft factory, TOMTAŞ Aviation and Technology Inc., which has been reestablished, will contribute to the production of the jet training and light ground attack aircraft HÜRJET with super incentive support. In accordance with the Decision on Project-Based State Aid for Investments (super incentive), it was decided to support the investment facility for the production of the training and light ground attack aircraft, which will be built by TOMTAŞ in Kayseri. The company will make a fixed investment of approximately 9.5 billion Turkish liras for the investment that began in 2023 and will spread over 6 years. The facility to be implemented within the scope of the investment will directly employ about 1000 people, including 150 qualified personnel. Furthermore, it will create an ecosystem of thousands of people through subcontracting high technology work in the city and surrounding areas. The facility to be established will have a production capacity for 12 training and light ground attack aircraft per year. It will be able to produce 2016 tons of aircraft parts and 84 main component level aircraft parts per year. With the demand for HÜRJET in international markets, it is planned to increase the annual capacity to 24 and then 48 aircraft. Under the incentive decision for the project, facilities such as customs duty exemption, VAT exemption, tax reduction, support for the employer’s share of insurance premiums for 10 years, support for qualified personnel, and allocation of investment location will be provided. OPENING OF ASSEMBLY FACTORY IN THE 100TH YEAR Ali Ekşi, General Manager and Member of the Board of TOMTAŞ, said that they have been working intensively for 2 years to contribute to Turkey’s defense and aviation projects and to realize exports in this field. Emphasizing that they have made significant progress in infrastructure, training, and certification studies in a short time, Ekşi reported that as a result of this, they signed a contract for the assembly service at the component level for 12 aircraft in the HÜRJET project as the approved supplier of Turkish Aerospace Industries (TAI) in October 2024. Ekşi emphasized that they are proud to be part of the HÜRJET project with the confidence TAI has in them, saying, “With the strength we receive from TOMTAŞ’s long history, we aim to make Kayseri a center in aviation. HÜRJET will open the door to this. TOMTAŞ was established on August 15, 1925. When we came to receive the Project-Based Incentive Certificate, we also brought a handmade silver scissors from Kayseri. We invited our President to open the HÜRJET Assembly Factory in the company’s 100th year.” HÜRJET WILL TAKE SHAPE IN THIS FACILITY TOMTAŞ was established in January 2023 with 51 TOMTAŞ Investment Inc., 29% TAI, 19% ASFAT, and 1% Erciyes Technopark partnership. The Turning Machining Factory was established in the Engineered Metalworking Factory in the Kayseri Mimarsinan Organized Industrial Zone in June 2023. Last year, Research and Development and Engineering Office were established in Kayseri, and Ankara Engineering and Design Office were initiated. In the second half of this year, the HÜRJET Assembly Factory will start operations. In 2027, the TOMTAŞ Aviation Campus will be put into operation next to Kayseri Airport. Within the scope of the contract signed for the HÜRJET Block-I project, TOMTAŞ will provide assembly service for 12 aircraft and 60 component-level assembly services. Within this scope, the front fuselage, mid-fuselage, rear fuselage, wing boxes, and tail assemblies of the aircraft will begin to be assembled from October and the Block-I contract will be completed in February 2027. The single facility where the component level assembly of HÜRJET will be made will achieve a potential to carry out part production, assembly, maintenance, and repair activities for global aviation companies with the knowledge and experience to be gained. It is expected that TOMTAŞ will exceed the fixed investment amount of 9.5 billion liras with the steps it will take to reach these goals.
