Bayram bonus will be paid to 15.5 million retirees

The retirement holiday bonus will increase to 4,000 liras. The budgetary cost of the bonus payments to be made to 15.5 million retirees will amount to 28.4 billion liras.

An impact analysis was conducted on the Proposal for a Law Amending the Youth and Sports Services Law, which includes the regulation of raising the retirement holiday bonus to 4,000 liras and provisions regarding birth aid, discussed in the Grand National Assembly of Turkey Planning and Budget Committee. According to the compiled data from the impact analysis, the Ministry of Youth and Sports trains 8,000 athletes in Olympic and Paralympic sports each summer and winter for Olympic games. Athlete allowances were paid by the ministry, not exceeding the net amount of the minimum wage, amounting to 81 million 208 thousand 278.09 liras for 2022, 218 million 892 thousand 405.24 liras for 2023, 406 million 419 thousand 201.78 liras for 2024, and 46 million 58 thousand 365.33 liras in January this year. The proposal introduces a method where calls for general assembly meetings of the Institute of Certified Public Accountants and Sworn-in Certified Public Accountants will be published on the official website of the institute and will no longer be sent to members via registered mail. Considering that there are currently 134,336 registered members in the institutes and the cost of registered mail for an A4 paper is 100 liras, it is anticipated that the regulation will reduce the postal expenses of the institutes by 13 million 433 thousand 600 liras, excluding labor, time, and stationery costs. RETIREMENT HOLIDAY BONUS In the proposal, the duties and retirement pension of the President will be standardized, like those of members of parliament and ministers. The retirement pension of the President will be reorganized based on 5% more than the duties and retirement pension of the Speaker of the Grand National Assembly of Turkey. It is estimated that the annual total cost including the retirement pension would be approximately 670 thousand liras and about 450 thousand liras for 8 months in 2025. A regulation was made on May 11, 2018, in the Social Insurance and General Health Insurance Law, allowing the Social Security Institution to pay holiday bonuses of 1000 liras for Ramadan Bayram and Sacrifice Bayram to those who receive income and payments monthly. Finally, the holiday bonus, increased to 3,000 liras on March 2, 2024, will be paid as 4,000 liras for Ramadan Bayram and Sacrifice Bayram once the proposal becomes law. It is calculated that the 1,000 lira increase in the holiday bonus will incur an additional cost of 28.4 billion liras in the 2025 budget. FOREIGN PLATE VEHICLE REGULATION It is expected that the number of individuals receiving holiday bonuses will be 15.5 million, as payments will be made from a single file allowing the maximum payment to multiple claimants. The proposal suggests that foreign-plated vehicles passing through highways without paying the toll fees will have the toll fees and any fines collected at the customs gates before exiting the country. With 60% of the amount collected being recorded as a service charge in the general budget, it is projected that approximately 5 million dollars in revenue will be generated annually. DHMI PERFORMANCE PRIME A change is being made in the regulation regarding the payment of performance bonuses to the General Directorate of State Airports Authority (DHMI) personnel. Accordingly, the amount to be calculated by multiplying the number of departing aircraft traffic at civilian airports in Turkey by 40% of the official monthly coefficient of the civil servant will be paid as a performance bonus. Through this regulation, 12,007 personnel working at DHMI will receive an additional payment of approximately 4 billion 508 million 860 thousand 637 liras from the European Organisation for the Safety of Air Navigation (Eurocontrol), which will not be a fiscal burden on the nation’s budget. With the amendment made in the Decree-Law on Some Regulations in the Social Services Area, birth aid will be provided until the children born after January 1, 2025, reach the age of 5, residence in Turkey being a condition for application. A 5-year cost analysis was prepared by projecting based on birth statistics obtained from the Turkish Statistical Institute since the Birth Aid Program has become a regular assistance program. Accordingly, it is anticipated that the budget for aid will reach 22.8 billion liras in the first year, 45.7 billion liras in the second year, 67.6 billion liras in the third year, 89.5 billion liras in the fourth year, and 111.4 billion liras in the fifth year. Considering that the budget for the current program in 2024 is 211 million liras, an additional cost of approximately 22.6 billion liras is expected in the first year.
