Guidelines Set for Raw Milk Payments

The procedures and principles regarding payments to raw milk producers for the years 2025-2026 have been established.
The Ministry of Agriculture and Forestry’s Regulation on Raw Milk Support and Regulation of the Milk Market was published in the Official Gazette. According to this, basic support payments will be made to producers who sell raw milk to dairy processing facilities through a milk collection center in exchange for a sales certificate by contract and who are members or partners of agricultural organizations registered monthly in the Ministry’s Milk Registration System (BSKS). Basic support will be determined based on unit amounts taking into account the production cost for buffalo, sheep, goat milk, and cow’s milk according to its quality and marketing method, at periods and criteria to be determined by the Ministry.
UPPER LIMIT OF 430 LITERS Producers who meet the basic support conditions will receive payments by adding the amount calculated from the multiplication of the determined coefficients to the basic support amount.
For family businesses producing and selling raw milk from cows and buffaloes up to a total of 430 liters per day, and from sheep and goats up to 100 liters, an additional coefficient of 0.3 will be applied. An additional 0.3 coefficient will be applied for milk produced by female producers registered in the BSKS and TURKVET on the first day of the support year or for producers who have not reached the age of 41 on the last day of the support year. An additional coefficient of 0.4 for milk produced in Amasya, Çorum, Tokat, Bingöl, Bitlis, Elazığ, Erzincan, Erzurum, Muş, and Tunceli designated as the milk basin, and an additional coefficient of 0.8 for buffalo, sheep, and goat milk will be added. Those selling to ESK will also receive support Even support will be provided for producers who convert their raw milk to dairy products through agricultural organizations within the framework of the dairy market regulation practice and sell to the Meat and Milk Institution (ESK). The amount of milk equivalent to 1 kilogram of dairy product will be taken into account for support. Producers wishing to benefit from support and authorized for data entry in the BSKS through agricultural organizations will apply to the provincial and district directorates.
5 YEARS PENALTY FOR UNFAIR SUPPORT The necessary resources for raw milk support and regulation of the milk market will be provided from the allocation in the budget for livestock support. Farmers found to have unfairly benefited from support payments will not receive any support program for a period of 5 years. Furthermore, the “Regulation on Raw Milk Support and Regulation of the Milk Market Practice” published in the Official Gazette dated February 28, 2023 has been abolished. The new regulation came into effect on January 1.
