New Penalties Approved in the General Assembly

In accordance with the new regulation approved in the Turkish Grand National Assembly, fines ranging from 8,500 Turkish Lira to 85,000 Turkish Lira will be imposed on passengers traveling without a ticket and on those engaged in unauthorized transportation services. Additionally, A 25,000 to 250,000 Turkish Lira administrative fine will be applied to agencies and transportation brokers operating without authorization.

A legislative proposal, including the increase in retirement holiday bonuses, was also approved in the Turkish Grand National Assembly. This law brings about an increase in the administrative fines stipulated in the Road Transport Law. Those performing transportation activities without the necessary authorization, engaging in unauthorized activities within the scope of authorization, and those avoiding transportation services may face fines ranging from 17,000 to 170,000 Turkish Lira.

Furthermore, fines from 8,500 to 85,000 Turkish Lira will be imposed on transporters operating without adhering to the necessary safety measures and regulations. Those hindering the transportation activities of other transporters may also face fines from 25,000 to 250,000 Turkish Lira. Passengers traveling without tickets or engaging in unauthorized transportation services will be subject to fines ranging from 8,500 to 85,000 Turkish Lira.

Transporters failing to take necessary measures to ensure the health, comfort, and safety of passengers along with those not complying with regulations concerning vehicles and drivers may face fines from 8,500 to 85,000 Turkish Lira. Actions resulting in unsafe transportation practices may also incur similar penalties.

Additionally, those not complying with regulations regarding foreign-plated vehicles, enforcing fare and time schedules, and disobeying laws related to transportation authorization may receive fines ranging between 5,000 to 500,000 Turkish Lira. It is worth noting that implementing rules to safeguard the environment and adhering to international transportation agreements are crucial; thereby, appropriate administrative fines will be enforced accordingly.

In the case of entities allowing passengers to embark or disembark outside designated terminals or stops, administrative fines ranging from 8,500 to 85,000 Turkish Lira will be levied. Transporters not possessing the required professional qualifications will face penalties from 8,500 to 85,000 Turkish Lira. Failure to present necessary information during inspections may result in fines from 3,000 to 30,000 Turkish Lira.

Moreover, for those found to be operating without the proper professional qualifications, penalties of up to 85,000 Turkish Lira may be applied. Repeat offenders within the same calendar year will face progressively increasing fines. The regulations surrounding these penalties, their application, and the procedures involved will be determined by the Ministry of Transport and Infrastructure through a directive. The amendments to the Road Transport Law will come into effect six months after the publication of the law.
