New Regulation in Mutual Trade with Syria

The Ministry of Trade has implemented a new regulation regarding the export and import activities in mutual trade with Syria, which were limited during the previous regime.

The Ministry of Trade announced that following the new era that began with the liberation of the people in Syria on December 8, 2024, the developments in the economic and trade relations between Turkey and Syria continue, and they will step by step implement the roadmap created in accordance with the agreement reached with Syria for the new era.

In line with this, the Ministry stated that as a continuation of the decisions taken since December 8, 2024, the circular numbered 2021/12, which was in effect under the previous regime conditions and related to customs services provided in trade between Syria and Turkey, has been abolished, and a new circular numbered 2025/4 dated February 8, 2025 has been issued.

The new circular regulating the trade between Turkey and Syria states as follows:

“Firstly, the restriction lists for exports to Syria and transit transactions through the Turkey Customs Zone to Syria have been lifted. Using our land border crossings open to Syria, goods to be exported from or transited from Turkey to Syria will be subject to the same conditions as with other countries. Secondly, except for “scrap metal” listed in Annex 2 of the same Circular, the transit of other goods from Syria through our country to third countries has been made free. Thirdly, import transactions from Syria have been normalized. Thus, the list of goods subject to import permits under the abolished Circular has been removed, and the import regime with Syria has been normalized within the scope of our current foreign trade regime. In other words, goods imported from Syria are now subject to the same conditions as third countries in terms of import regulations, product safety controls, and customs duties.”
