Obligation of TTB Removed for New Vehicles

A regulation amendment made today regarding the National Vehicle Identification System (NVIS) has removed the obligation to install a vehicle identification unit (VIU) for individual vehicles to be released on the market starting from July 1, 2025. Fuel sales are being digitally recorded in order to increase transparency in the sector and combat the informal economy within the framework of the National Vehicle Identification System developed for this purpose. Installation of VIUs on vehicles and hardware at fuel stations is rapidly ongoing. According to the NVIS Application General Communique, vehicles acquired through leasing, included in businesses, or used for work must have VIUs installed by April 30, 2025, while all vehicles registered in the TTS programs of fuel distribution companies must have VIUs installed by July 1, 2025. All taxpayers must complete the necessary procedures and select the most suitable installation point from authorized installation companies nationwide to complete the VIU installation processes by the end of April 30, 2025. Through NVIS, license plate information will be automatically transferred to the system during fuel purchases, preventing improper document issuing, thereby preventing billions of lira in tax losses annually. Since documents not issued under NVIS will be considered as never issued according to the Tax Procedure Law, taxpayers who do not register in the system within the specified period will not be able to declare fuel expenses as costs. The obligation to install VIUs has been removed for individual vehicles registered and released into the market starting from July 1, 2025, with the regulation amendment made on March 29, 2025. Additionally, with this regulation amendment, the installation period for VIUs on vehicles with LPG and the installation of Vehicle Identification Readers (VIRs) on the LPG islands at fuel stations has been extended until December 31, 2025. The number of orders has approached 3 million as the number of vehicles with completed installation and activation under NVIS has exceeded 1.3 million, and taxpayers and individuals with the obligation to install VIUs within the scope of the NVIS application can complete their registration and payment processes by visiting utts.gov.tr. Officials warn citizens to only conduct their transactions through the utts.gov.tr website, to avoid similar websites with fake names and refrain from engaging in transactions on such sites to prevent any inconvenience.
