Obligation to install VTTS on individual new vehicles lifted

The obligation to install the Vehicle Tracking Unit (VTU) on individual vehicles to be launched onto the market starting from July 1, 2025, was lifted with the regulation amendment made today regarding the National Vehicle Tracking System (NVTS).

The rapid installation of VTUs on vehicles and hardware installations at fuel stations continues within the National Vehicle Tracking System, developed to increase transparency in the fuel sales sector through digital record-keeping and combat the informal economy. According to the UTTS Application General Communiqué, vehicles acquired through leasing, included in the business, or used in operations must have VTUs installed by April 30, 2025, and all vehicles registered in the TTS programs of fuel distribution companies that are not part of this scope must have VTUs installed by July 1, 2025. All taxpayers must complete the VTU installation process by choosing the most suitable installation point from authorized installation companies nationwide and completing the installation by the end of April 30, 2025.

Thanks to the NVTS, plate details will be automatically transferred to the system during fuel purchases, preventing irregular document issuance, thereby preventing billions of liras in tax losses every year. Since documents not regulated within the NVTS will be deemed not to have been issued under the Tax Procedure Law, taxpayers who do not register in the system within the specified period will not be able to declare fuel expenses as a deduction. OBLIGATION LIFTED FOR VEHICLES TO BE LAUNCHED AFTER JULY 1 With the regulation amendment made on March 29, 2025, the obligation to install VTUs on individual vehicles registered and launched onto the market after July 1, 2025, was lifted. Additionally, with this regulation amendment, the deadline for installing VTUs and Vehicle Tracking Reader (VTR) on LPG vehicles and LPG islands at fuel stations was extended until December 31, 2025. ORDER QUANTITY APPROACHING 3 MILLION While the number of vehicles with completed VTU installation and activation under the NVTS exceeds 1.3 million, taxpayers and individuals subject to the obligation to install VTUs under the NVTS application can complete their registration and payment procedures by visiting utts.gov.tr. Officials warn citizens to only carry out transactions through utts.gov.tr, not to trust or use similar fake websites opened for fraudulent purposes, to avoid any inconvenience.
