Radical Changes Coming to Opening a Mobile Phone Line, Banking Transactions, and ATMs: New Rule for Withdrawing Money from ATMs

Within the scope of the Judicial Reform Strategy Document, many radical changes will be made regarding banking and information systems. Under the new regulation, banks and electronic payment institutions will not be able to open accounts for individuals without verifying their chipped identity document. Individuals not identified by the facial recognition ATM security camera will not be able to perform transactions at ATMs. With the new regulation, Turkish citizens can now have a maximum of three mobile communication lines, while foreigners can have only one.

The reforms to be made in line with the Judicial Reform Strategy Document will bring about radical changes in banking and information systems. In this context, regulations will be made to address issues related to confiscation and forfeiture in criminal proceedings, especially crimes such as fraud and theft committed using banking and information systems. BANK ACCOUNTS INVOLVED IN CRIME WILL BE SUSPENDED Bank accounts related to crimes committed using information systems will be suspended for a specified period. The benefit related to the crime in the suspended account can be seized without the requirement for a report stated in Article 128 of the Code of Criminal Procedure. In the event that the benefit seized is found to belong to the victim of the crime, it will be returned to the rightful owner.

CHIP IDENTITY VERIFICATION IS COMING With the upcoming regulations, banks and electronic payment institutions will not be able to open accounts for individuals without verifying their chipped identity document. NO TRANSACTION IN ATMS IF FACE IS NOT VISIBLE Individuals not identifiable by a suitable facial image by the ATM security camera will not be able to process transactions at ATM machines. ATM security camera recordings will be stored for a minimum of 2 years.

STRICT MONITORING FOR PHONE SUBSCRIPTIONS As part of the regulations outlined in the Judicial Reform Strategy Document, setting up a phone subscription for crime prevention purposes will be subject to strict rules through the implementation of certain identity verification methods. The new regulations will ensure the updating of all phone subscription records and lines that are not updated within a specified period will be disconnected.

PERMISSION FOR A MAXIMUM OF THREE MOBILE LINES Turkish citizens will be allowed to have a maximum of three mobile communication lines, while foreigners will be limited to one. Phone lines identified for use in fraudulent activities may be disconnected. 10 DAYS FOR OPERATORS In the event that information or documents requested by a public prosecutor, judge, or court within the scope of an investigation or prosecution are not sent within 10 days, the public prosecutor will have the authority to impose administrative fines on operator companies.
