Rare Earth Element Agreement between the US and Ukraine | Zelensky: Officially Received the Proposal

Ukrainian President Volodymyr Zelensky announced today that they have officially received the proposal for an agreement regarding rare earth elements from the United States. Zelensky made evaluations about the latest developments related to the Russia-Ukraine War at a press conference held in the capital Kiev. Regarding the preparation process of the expected agreement on rare earth elements with the US, Zelensky mentioned that the work on the subject is ongoing. Zelensky stated that the draft agreement prepared by the US was officially handed to them today and indicated that relevant experts will examine the document. Expressing that they will approve the agreement version suitable for the Ukrainian state, Zelensky said, “If there is a risky situation for us, of course, I will share them with our society without keeping them secret.” Zelensky noted: “(According to the agreement) We will not accept debts, these are absolutely clear to me, I do not see them. At least for now, we are talking about the past. If there are any possibilities, new support packages, then the US may probably set certain conditions.” Monitoring the Ceasefire in the Black Sea and Energy Infrastructure Zelensky talked about the agreement reached in recent days in Saudi Arabia regarding achieving a ceasefire in the Black Sea and energy infrastructure. Stressing the need for a mechanism to monitor the ceasefire, Zelensky stated that without it, ceasefire agreements would not work. Zelensky expressed that the US first evaluated this issue, followed by learning that they would consult with Saudi Arabia and Turkey, as well as some European countries, about whether they are ready to conduct monitoring. Arguing that Saudi Arabia does not have the capabilities necessary to monitor the ceasefire in energy infrastructure, Zelensky commented, “But I understand the logic that one of the countries that can monitor security in the Black Sea could be Turkey.” Zelensky also evaluated Russian President Vladimir Putin’s proposal to appoint an interim administration for democratic elections in Ukraine and negotiations to end the war. Describing Putin as attacking Ukraine, Zelensky stated that this statement is only an effort to prolong the war by delaying the possibility of taking steps to negotiate the process and end the war. Zelensky expressed readiness to negotiate with the opposition in Russia, who favor ending the war.
