The issue of scrap vehicle incentives and the purchase of cars without SCT have been reopened with a bill presented to the TBMM. The proposal aims to remove older vehicles from traffic, foreseeing tax-free vehicle sales as a scrap incentive. With the increase in news frequency, the prices and advertisements of vehicles over 25 years old have risen in used car ads. Reports on scrap and older vehicle incentive have once again hit the headlines recently. A bill allowing citizens with cars aged 25 and over to buy new cars without SCT has been submitted to the TBMM. The proposal, aimed at renewing vehicles aged 25 and over and bringing them back into the economy, requests an exemption from Special Consumption Tax for the new vehicles they will acquire, provided that they are produced in Turkey and handed over to transformation once. While the proposal mentions reducing imports, preventing fuel wastage, and curbing environmental pollution as reasons, it states that according to TUIK data, as of the end of 2023, the number of registered vehicles in traffic in Turkey was announced as 28,740,492, and this number has exceeded 30 million by August 2024. According to TUIK, the average age of vehicles registered in traffic in Turkey is calculated as 14.5. It is stated that 25% of the vehicle fleet consists of vehicles over 21 years old. If the proposal becomes law, owners of vehicles from the year 2000 and older will benefit from an SCT discount when buying new vehicles, which has also affected the prices of these second-hand vehicles. Cars that were sold for 50,000 TL in recent months have increased to 100-150,000 TL. Along with prices, there has been an increase in the number of advertisements for these vehicles. Advertisements with titles like “Suitable for scrap incentive,” “Not urgent, waiting for the scrap incentive” are attracting attention on websites where second-hand cars are sold. Which models can be purchased? The proposal foresees the inclusion of domestically produced vehicles. If the proposal is legislated as is, 12 models from 6 different brands will be included. These models will be Togg T10X, Toyota CH-R, Hyundai Bayon, Hyundai i20, Hyundai i10, Ford Tourneo Custom, Ford E-Transit, Ford Transit, Fiat Fiorino, Fiat Egea Cross, Fiat Egea, and VW Transporter.
