Scrap Vehicle Opportunism: Prices Doubled

Rumors of a Special Consumption Tax reduction for scrap vehicles have been circulating for a while. This topic, not in the government’s agenda, made the headlines with a draft law presented by a parliament member to the Parliament. The proposal, even not discussed in the committees, did not enter the legislative process. Yet, the rumor of a scrap vehicle incentive was enough. According to sources from the Ministry of Treasury and Finance, the scrap vehicle proposal will not be legislated. However, vehicles over 25 years old are being advertised at least twice their value. The scrap vehicle incentive rumor spread. Vehicles are being sold at least twice its normal price. A law proposal regarding scrap vehicles was introduced by a parliament member to the Parliament, covering vehicles over 25 years old. The proposal includes exempting those who own a vehicle at this age from SCT when purchasing a new vehicle. Every day, dozens of law proposals are presented to the Turkish Parliament by MPs. One of these proposals stood out, and it was interpreted by the public as “A law granting SCT exemption for scrap vehicles is coming.” The government has no work on this matter, and the motion has not even reached the committees yet. MHP Kayseri MP Ismail Ozdemir recently presented a draft law to the Parliament and proposed an SCT reduction for those who scrap their vehicles and buy new ones produced in Turkey, in order to renew vehicles over 25 years old and contribute to the economy. According to sources from the Ministry of Treasury and Finance, the scrap vehicle proposal will not be legislated. The rumor of a scrap vehicle incentive has stirred the market. Old model vehicles are being offered for sale at a higher price than their actual value on second-hand trading websites. Scrap vehicles in the 50-60 thousand lira range are being advertised at double their price. With decreasing expectations for the proposal, prices are expected to return to normal levels. It is also known that those who created these speculations gathered many scrap vehicles from the market by saying “The Incentive Law will be enacted.” The scrap vehicle incentive was first implemented in Turkey in 2003. This ensured the withdrawal of vehicles over a certain age from the market while increasing new vehicle sales. This practice ended in 2004.
