The Beginning of a New Era for Couriers: Mandatory Regulation by BTK

As courier services are integrated into the postal sector, a new obligation has been introduced requiring couriers to report their working hours to the Information Technologies and Communication Authority (BTK).

With the regulation published in the Official Gazette dated March 8, 2025, rapid delivery services offered on digital platforms have been brought within the scope of the postal sector.

Transportation and Infrastructure Minister Abdulkadir Uraloğlu made statements regarding the new regulation that has come into effect.

MANDATORY BTK REGULATION

Minister Uraloğlu stated, “By obligating the reporting of courier working hours to the Information Technologies and Communication Authority, we will prevent deviations from the regulations on working hours and related negative consequences.”

Emphasizing that during the pandemic period, digital courier services, which have become a necessity and have grown as an industry, are aimed at enhancing consumer satisfaction and service quality, Minister Uraloğlu stated, “These services initially started with the transportation of basic food products but have expanded over time. The sudden growth in the sector necessitated a regulation on the matter.”

ENSURING SHIPMENT SECURITY

Minister Uraloğlu pointed out that similar services were evaluated within the postal sector in European Union (EU) countries and said, “As in the EU examples, we have brought these services into the postal sector, determining authorization and monitoring conditions. In this way, we will secure aspects such as service quality, consumer satisfaction, and shipment security.”

MONITORING AND COMPLAINT MANAGEMENT

With the new regulation, Minister Uraloğlu mentioned that companies providing such services will be audited, especially in terms of service quality and consumer satisfaction. “Previously, no institution conducted audits in this field. There were serious issues in handling complaints. With the authorization and monitoring conditions now in place, we expect a decrease in consumer complaints,” he added.

REGULATION OF WORKING HOURS

Minister Uraloğlu highlighted that the new regulation brought significant innovations in terms of environmental sustainability. “We are imposing obligations to minimize negative externalities. Also, by obligating couriers to report their working hours to the Information Technologies and Communication Authority, we will prevent deviations from the regulations on working hours and related negative consequences,” he stated.

PREVENTING UNREGISTERED SERVICES

Minister Uraloğlu stated that through the regulation, unregistered postal services will be prevented. “Services will be provided more systematically and planned. This will not only improve service quality but also allow for administrative sanctions when necessary,” he said.
