Unlicensed Passenger Carriers to Face $85,000 Fine

Those who violate regulations on intercity buses will face heavy penalties. According to the new regulations, unlicensed passenger carriers could be fined up to $85,000, while those who drop off passengers outside designated stops could face fines of up to $50,000. The proposal also grants the President authority to determine the amount of maternity aid. Employees of the General Directorate of State Airports Authority (DHMİ) will be eligible for aviation compensation.
A proposed amendment to the Road Transport Law will increase the minimum administrative fine for unlicensed passenger carriers from $300 to $8,500, with a maximum ceiling of $85,000. Members of the AK Party, under the leadership of Group Chairman Abdullah Güler, have prepared a draft law that includes raising administrative fines in the Road Transport Law, maternity aid, and arrangements for DHMİ employees. The proposal, expected to be presented to the Turkish Grand National Assembly (TBMM) this week, will increase administrative fines in the Road Transport Law. The penalties for unlicensed passenger carriers will be increased from $300 to $8,500, with a maximum fine of $85,000. Those who drop off passengers outside designated stops will face fines of $5,000 to $50,000.
Similarly, administrative fines in the same amounts will be imposed on informal transportation providers. Carriers who pick up and drop off passengers outside terminals and intermediate stops will face administrative fines ranging from $5,000 to $50,000. Regarding maternity aid, the draft includes an amendment to the Decree Law on Some Regulations in the Field of Social Services. Under this regulation, starting from January 1, 2025, the amount of maternity aid will be determined by the President.
Maternity aids will be paid from the Social Solidarity and Assistance Fund without any tax deductions. Additionally, the proposal will introduce a provision for providing Eurocontrol aviation compensation to DHMİ employees.
